Bill 42 Provides Opportunity to Explore a New Regional Planning Approach

Today, the Government of Manitoba tabled Bill 42, a bill that includes provisions to change the process the province uses to manage the municipal membership of planning regions.

These changes are an important catalyst that allow our municipalities to work together to modernize regional planning in our province—to find solutions to shared challenges, such as infrastructure improvements, protection of water, and affordable communities. These are critical issues that no single community can handle alone. But since our original mandate was established in 2019, the economic, financial, and social context of our member municipalities has significantly changed, as has our legislative landscape.

Those are realities we need to adapt to. Bill 42 gives the Winnipeg Metropolitan Region an opportunity to reset our current plan and deliver a bold new vision for regional planning—one that aligns with the strengths and needs of our members, respects their autonomy, highlights local voices, and continuously demonstrates the practical value of regional planning in our lives and communities.

As a collective of 18 member municipalities located in the Capital Region, the objective of the Winnipeg Metropolitan Region has always been to bring municipalities together. In the coming weeks, we are going to bring our Board together to work with each other, the municipal councils, and the province to reset regional planning in a profound way—in a way that is focused on creating a made-in-the-region approach to secure a healthy, thriving future for the next generation.
